can you send a index page to a RSS feed?

i mean can you send any page to a RSS feed,

or does it has to be specifically a RSS feed page in order to be submitted?

If I understand you correctly, you want to list your index at the top of your RSS feed. If so, you can certainly create any kind of RSS feed that you want, but most people use them to track site updates, so having your index page on the list may not really be helpful to them.
