Clearly the intent of these ads is nothing more than to trick people into clicking

but they are a big site so Google doesn't care.

No, Google doesn't care because there's nothing here to care about. Sure, the intent is mild trickery, but how is it explicitly against TOS? They are riding the line, but nothing I see violates the rules outwardly. It's blended, but nothing tells you to click on anything, and there are no pictures next to the ads inappropriately.

Show me a site that doesn't try to blend adsense into their content in some way shape or form, and I'll show you a site that isn't making money.

I agree, nothing really against the TOS other than the fact one could argue it's "made for adsense."
