Here is an email I just got in response to my support ticket from the Adwords Team: Google Beta Testing New Adwords Billing Interface on a Few New Adwords Accounts

Its about time to! I have found the billing/payments area of adwords to be very poor and hard to get around, it really lets the user interface and experiene of adwords down espeically with their excellent UI for managing keywords and ads.
