Commenting on other sites are a great way to build back-links, but building back-links should be a on going process if you want to raise your page rank. Bookmarking is also as important, traffic-bug is an automated bookmarking submission software, they also submit your site as well as every post that you put on your site or blog. They submit to RSS feeds, search engines, and directories. Leaving a comment on .Edu or .Gov sites is a sure way to boost your page rank, because of their high authority.
