HELP: Tricky situation and low PPC

Hi guys.

I run a rather busy regional classifieds website. I face a tricky situation here: i want ANY traffic for people to ADD classifieds but that way ... most of the SE traffic is for low paying keywords (0.04 euro average).

I can target more expensive keywords but that would not bring me much traffic and my website will be empty from ads.

Any ideas how to tune that ? I want at least 0.10 cents of euro per click to be happy or i have to bring huge traffic and that is not possible for a regional website.
