What kind of building backlinks is more effective from above mentioned ? Which of them will help to increase serp faster?

Social bookmar i would say but do follow blog are good too.

Social bookmarking sites provides more amount of back links compared to blog commenting which some of your posts are deleted by the blog owner or administrator.

Both methods are good to get links. However, you can get more links through social bookmarking than dofollow blogs. Its a matter of numbers.

Social bookmarking mainly provides no-follow links but they do provide traffic to a site.Do follow blog comments helps increasing the PR of the site.
