Default SIX Ad Blocks on homepage of a #1 site; is that allowed?

There is a niche I am thinking of getting into, and the site ranking #1 for a good keyword has SIX different ad blocks on the homepage. There is six blocks of ads, and 18 total ad links on the homepage and this site's stat counter at the bottom says it has gotten over 7 million hits in the last two years (the copyright at the bottom says 2008-2010).

I thought you could only have three ad blocks per page? I don't get it?

By "ad blocks" I mean a row of ads followed by "ads by google". There is six different blocks with "ads by google" at the end of it. Is this not six different ad units?

I guess the question is, why do you care?

Having that many ad blocks, in terms of maximizing adsense revenue, is utter stupidity.

You can have a total of six.

3 ad units
3 link units

Not completely stupid for that many, but not practical.
You don't want a website that exudes ads.

Of course, you also want to maximize the amount you get from each click. I just cannot fathom how that can be done with that many ads. Generally, the fewer and more focused the better.

I don't "care" as in, omg I am upset! Ha ha. I simply couldn't believe there was so many ads on the site, especially a site ranking #1 and getting tons of traffic. The site is ranked in the top 80k by Alexa.
