I would say that there are 2 factors you need to consider.. You want a title tag that will help you rank well for your chosen keywords, which means using some form of your main keyword in your title, but that is NOT an absolute must do, to rank well, but regardless of how much or how little of your main keywords you use in the title tag, it needs to be written in a way that also makes people want to click on that title. Dave summed it up very well. The other thing is don't make it too long. I believe Google only uses the first 65 characters of your title.

Of course your keyword needs to come first. Oftentimes, the keyword is all I use in the title tag. For some of my retail products I add a word or two on the end with great results with respect to CTR....like this: Product Keyword | Free Shipping Product Keyword | $18.99 Each |

Try not to repeat your keywords in anyway. Google gets irritated by it. The common way to doing it is: Your Keyword | Sub Category Of Your Keyword Example: Golfing Tips | How To Do A Perfect Golf Swing Something along this line.. Also, use caps for every first letter. |

Hi Phoenix. In addition to great advice from other posts, consider that your website or content is for human first, bots second. Write what your users will likely click. Google has been paranoid with spammy websites thus, spammy title is not as effective as before. |

Your title tag needs to include the keywords that you want your site to rank for. When choosing the keywords it is important to take the time to do thorough research. With the wrong keywords your site will never succeed.

Phoenix, the advice from the people above is excellent. Just follow their advice and'll you'll be fine but remeber you really need backlinks to get good SERP. Links are vital.
