Why do some ads stay pending, while others get approved immediately?

What causes an ad to go "pending" for days, even weeks?

I have 10 ads that are approved and 10 other similar ads that are still pending. They don't violate any Adwords policy and I've checked and double checked them and sure enough they all comply.

I even added a new ads yesterday that contain the same ad copy as the ones that are pending and they were approved instantly.

Any ideas?
