If I am linking to a page through or should the title and link attrbutes to describe the keyword of the page I am linking to or will putting the keyword of the current page have a greater impact on SEO efforts?

no, you should just stay relevant. Dont stuff keywords unless your or IS relevant. If your is a firetruck, use that as your keyword.
