Sudden Keywords Status Change

Adwords campaign has been running for several days. Keyword quality score has averaged 7. Campaign exhausted funds yesterday. Today I altered bid amounts on about 60% of the active keywords and funded campaign. I scheduled the campaign to start at 10:00 this A.M.

Checked at !!:00 and found the campaign not active and all keywords w/message "Rarely shown due to low quality score".

What happened and why? Obviously I want the campaign active again. There were no keyword or landing page issues previously.

I have run several campaigns previously without incident.
