Default advertisers on term as a measure of seo difficulty

in some cases when I am working a project on competitive terms with all things being equal (for the most part) on the top ten.

I have found the higher the ppc cost, and the more advertisers on a term seems to dictate to some extent the difficulty of the term to climb higher in ranks.

Has anyone experienced anything like this ?

sure the more competitive a term, more pros are typically involved. But I'm
talking about all things being relatively equal.

In one scenario top ppc spot is $47 bucks and the other $3 bucks.
Same kinds of high ranking sites (pr value) similar domain ages / back link count and google indexed pages. Only obvious thing different is the ad cost and advertisers bidding to get to the top
