Does the PR of a site can proves the qualiity and strength of a site. How about Alexa Rank? Which one the best to evaluate a website?

But what i understand about PR is not depend on the visitors but how much we build the link and post. For alexa how to get lower values that mean a higher quality?

PR is how relevant Google sees your site, basically if your site is an authority in a specific niche. Alexa rank shows you where you rank when it comes to traffic.You want a high PR and a low Alexa rank.

If any site have high PR it means the sites is relevant and good quality from google point of view and high PR increase the trust of your website but PR is not major factor for traffic purpose.. You can get alot of traffic targeting the keywords and getting kw on top of search results.

PR is count by Google. It is varies with some people have good back links from great site, they had good PR . And PR not mean popular.
Alexa rank is how your site popularity. This measure your site visitors and regular visitors. Regular visitors help increase your Alexa rank also.
So a new site had a lot of visitors and traffic may have a low PR.
But if you site have high rank PR or good rank Alexa, you will get profit from it.

I think page rank means so much.sites have there page rank according to there quality and visitors. so i think page rank is very important. and alexa page rank is best.

Yes they both moves in inverse maner.

Good = high PR = low Alexa ranking

Bad = low PR = high Alexa ranking

This is quite true. To emphasis more, PR is only concerned with getting you the link popularity score and Alexa get to know you the traffic you are getting.

SO you cannot compare both neither you can ignore any.

PR - It is the marks which Google gives to a webpage, It depends on many factors, Such as backlinks to that page, outbound links on that page, content of that page and etc.
