How to treat similar keywords?

I've been doing some keyword research, and I have 2 key phrases which are similar:
***** ***** sale
***** ***** sales

Should I treat them as separate key phrases, or only focus on one?

As far as SEO is concerned I treat them as 2 separate words and I would focus on the easier one first if I was starting out.
