Can I target certain countries with adword? I only want UK users to see it. Thanks

Yes you can, filter so the ads only appear in certain regions.

Yes you can, it's very easy to do so from the Campaign Settings.

Hint: Check all of the settings; Google's defaults are not in your favour!
