Default Root vs Individual Page Google Ranking?

I have a website, where the root path(just hte domain) has a PR of 4 and ranks for various keywords pretty well, but when I go to an individual page of my site, the PR is - and it I cant even find it in google for the keyword, even when I do exact matching and all other sites are no where to be found. If i add site: to it, it shows up, so I know googles has spidered it.

Do I have to do the same type of marketing for individual urls that I would for the domain to get it to rank well?

Google ranks Pages

It does not apply the same thing to one page as it does to others
