My research indicates that Google Places listings are based primarily on backlinks to your website itself. Their algorithm works similar to the Google search algorithm.

My suggestion is to build links to your website, then you will see your Google Places ranking improve. I had a client that was on the second page of Google for a highly competitive set of keywords, and by building strong backlinks it's now appearing as the second listing on Google Places (B).

I hope this info helps and may the marketing force be with you.

Is it okay to edit your clients places listing yourself if its not verified?
Does google not mind you verifying all these listings from your IP?

This is correct. Links currently do not help your Google Places account. You can build links to other directory, review and citation sites which may assist.
