Google keyword tool overstating impressions

I've been on the first page for several keywords for some time now.

When I go into Google Webmaster's tool it gives me the number of impressions for each search phrase. Well, for a whole bunch of keywords Google Webmasters tool tells me that number of impressions is about 4-5 times smaller than the number of impressions that Google Keyword tool is estimating as a monthly number of searches for that keyword.

Does this mean that, on general, Google Keywords tool is unrealistically ( and deliberately) overly optimistic as to number of searches per month?
