Arrow Adsense conversion data - how fair is it?

For each click made on our adsense, the advertisers have the ability to track their conversions with google.

If your clicks are converting poorly, your click values are reduced. Right?

Here's a couple scenarios which in my mind, throws this practice into question

1) In my niche, finance and loans, many of the advertisers have a website where people can apply by telephone. This isn't un-common in many niches.

For all the people I send who may convert by telephone, these will simply not be counted? You could send 100 people, have 4 apply by telephone, and be seen as providing crap traffic.

2) Not all advertisers have quality products or stuff which sells. Why should we be punished If an advertiser "sucks" at converting on their end?


Any opinions on this guys? Anything you can add to my limited knowledge on the subject?
