Is a high PR blog's blogroll carry any SEO effect?

Will it help to bring up my site PR?

I would like to add here, yes it works great with the PR of the site. I have been through blogrolls while commenting on blogs and many are of high PR, DoFollow which will definitely bring up the keyword ranking follows up with the high PR.

i can't guarantee that you will make money through postings on blogs, but it is a great way to get your message out and to create very important backlinks to your desired website

I don't agree!!Most of the blogroll links are nofollow.So it won't help you in getting pr but it can help you in traffic and building a link..so you can go for it.

Obviously your site will get PR if you have submit a link in niche blog. And if the quality is good. It means no any other bed link advertisements.
