Default on-site seo Help Needed (complicated case)

Hello Warriors!
I've been reading the forum for a while and the more i read the more i see that there are things that wrong with my seo:
So first time posting ... pop

I am having a number of issues with on-site on/page seo.

The site is in blog-like format
Questions:
1. when the new post is created the title of the post is automatically generated by the script:
so if the post title is for example "How To Make People Happy" the ulr that will be generated is mysite.com/how-to-make-people-happy
with dashes in between

but when i look at webmaster tools there are two versions appear :
mysite.com/how-to-make-people-happy
and
mysite.com/how+to+make+people+happy

with pluses in between

often in google one version or url or the other will show up in search.

So the question is does that hurt the seo : does google think it's two different pages?
is it a common thing or something is wrong with the script that is responsible for generating urls?

Question two:
the way the site is structured is that the home page is the exact same page as the latest post. (identical) so the newest post always has it's own url but for the first week (till it is replaced with new post) the content of home page and newest post is identical
Is that bad?

Question 3:
when i look at my content via linux text browser it seems fine. But when I look at keywords via webmasters tools : all sorts of code shows up as well : such as indexof, width, 4px etc....
Does that mean that google is taking html code as keywords/content too? . or is it normal?


Actually i have a ton of other questions and I think it's unfair to be asking so much as a free advise: ( i assume some of you do it for a living)
Would anyone be interested in reviewing my site in details and providing me with detailed list of everything that might needs to be fixed? In order to make the site super seo friendly?
If yes please send me PM with credentials and approximate quote.
(i will provide the link to the site) NOTE: (I am not looking for seo packages or links , just someone who is willing to dedicate time and afford for consultation and advise )

Personally, to my knowledge it doesnt hurt SEO..If you check in links..and both pages are coming up I.E. + page and - page then yes its duplicate to google

it seems that only one version comes up in google search.

for some posts it's with - for some with +
sometimes it seems to switch over time (for example right after posting it shows up with +) and later in a few weeks the same link shows up with -

?
