Is the OCI tool in Market Samurai really that reliable? I know that no tool is a 100% accurate and that I should also use common sense but for example if I'm comparing two keyword and one has an OCI of 68% while the other has a 90%, does that mean that it's very most likely that the one with 90% OCI will be the winner? What is OCI based on?

I've been wondering as well... I guess what we really need to know is how reliable Microsoft's data is.

I just found this thread by searching for information on how to interpret the OCI data. I'm a paid user of Market Samurai and I've just put in a support ticket on this question.
