How do you get an ad in the "Sponsored links" section at the top of Google's search pages across the top? I don't see anything about it in AdWords.

The side ads I know how to do.

No. Google believes strongly in providing high-quality and relevant advertising to users. On Google search result pages, only the highest ranking AdWords ads are eligible to appear in the top positions above the search results.
