Conversion Tracking Madness?

Hey,
So I just started using google's conversion tracking for my ads through adwords. The code is set up properly and is report and I have it set to "lead" but when I check aweber it'll tell me that I get 8 opt-ins but google tells me I get 23 conversion? Well if my conversion is a lead and aweber shows 8, how and why does google show me 23?
