You must submit your domain to google for approval. It has a whole
different TOS than adsense for content.

You are probably better off putting some content on it. That's the secret.

Secret is to buy a well establish domain name that has been website before with lot of links and visitors to it and preferably also one word popular phrase for extra type in traffic.

Head over to your google adsense account, if you don't have one create, it is free

go to adsense setup and select adsense for domain

Then pick the guide google provided for you there and follow it through.

Just register the domain with name that will be attract a lot of visitors. It may be for example wrong spelled popular brand name.
