Default using the adword content network, how low can you get the bid (feasibly)

i was told 2 different things about using the google adword content network.

1. you can get your bid down to about 5 - 25 cents.

2. another guy said no, thats not realistic, more realistic is about $2 for the bid.

in your experience, which is more true?

the niche i am using is the legal niche.

It depends what your bidding for.
Finance mortgages loans life insurance etc are very very competitive so keywords are expensive to bid on as the commission in those industries is very high so many big companies are happy to pay big money for the key words as they can earn thousands from one customer. Other niches like the diet industry are also very competitive, if a niche is very competitive it costs you more to get placed.
