Default How to get even traffic for my ad groups?

I have created two separate ad groups in one campaign at Google adwords, one for text ad and one for graphical ads, but i am seeing the text ad is getting all of the traffic from my daily limit.

Is there anyway I can make the traffic distribute evenly? Or, should I just create separate campaign for it?

Better to create the separate campaign and also set the CPC value higher to image campaign if you want to show it more..
