Effect of query strings on backlink value?

I know that, for a long time, Google discounted any link with a query string in it. Is that still the case?

Are you also asking if search engines consider e.g. www.domainname(dot)com different from www.domainname(dot)com/?id=123 ?

At one point, they completely discounted the latter form. I'm curious if they still do.
