Acceptable way to generate leads with Adwords in 2010??

It would be very helpful if someone could tell me if this is an acceptable way of generating leads though the Google Adwords program. I have already be warned about Low Quality score, so I do not want to screw anything more up...

So, here is my plan....
1. Bid on a long tail keyword like...exact match... [how do blue widgets react to fire]
2. Write a well researched article, helpful article on my website about "how do blue widgets react to fire" and keep this article as the landing page.
3. At the end of the article I have a link that says, "To learn about the best ways to keep your blue widget safe, click here to download this e-book!"
4. Ask for e-mail Id in return of the e-book.

Is this okay to do? Of course I would like to use this to make a list of people who are interested in "blue widgets" so that I can market to them.

Is this okay as per Google's Policies? Somebody please advise!
