What does it means? Is it I'm able to cash it out after that date?
Say September 11th.

You don't cash out. Google does that for you, sometime before the end of
the following month (September for August), or shortly thereafter.
Don't look for anything until at least the last week of Sept.

Payment issued: Within the next few weeks, a Payment issued line will be posted to your Payment History page, indicating your payment has been calculated. At this time, we'll have your payment processed and sent to you.

Western Union Quick Cash payments: available for pick-up at a local agent the following day.

Since I don't do Western Union, I am only assuming they wait for the end of the month
as well like. Just keep checking your payment history.

I've already read the link you gave before, and even got payment for July already.
I just need to be sure whether I can get the payment from August earnings immediately
after that date since I need quick cash.
