PPC system for electronic cigarettes

What are some good PPC systems for advertising? Google Adsense rejects ads and sites that have content related to electronic cigarettes (as does Hubpages and ezinearticles now as well -GRRRR!).
I am therefore looking for alternative systems to advertise on and to drop links..but I am looking for systems that actually generate traffic - I wrote some articles on other ezine sites, but I am not seeing traffic from them. They seem to be small compared to ezinearticles.. That is just an example..

So what other good PPC system is out there?
