In Adwords, an impression will now be counted when "The user stops typing, and the results are displayed for a minimum of three seconds.”

I wonder how that will affect CTRs and hence quality scores?

It seems it would effect everyone fairly equally. There will be more impressions for sure but it would happen to everyone because of the nature of instant search.
