For #2 I believe quality is more important than quantity. Some websites can ranked higher that other websites only with hundred of quality backlinks.Its my idea and my experience.

Does anyone still go the old school route and ASK for a link for link? I used to do this in the 90's when we all had "link pages" but you hardly see a website with a links page so how do you get a link from them anymore????

The old school route is still used, and probably effective. It's just not as typical anymore with all the back-link spamming and ease of listing through directories. But if you would like to link my site from yours go ahead!

Ok, but where now would you place it if you have no links page? Create one? AND does it still matter WHERE the link is (home page vs page 95, is it the same ranking?)

Useful tips, for link building one thing that is always be keep in mind quality of links is more important than quantity of links, if a site contain no of link irrelevant link it not going to benefit a site rather than having few relevant links.
