Geo targetting National Campaign by Region

I have a client that I would like to split up campaign by specific region. I would like to use the term "blue widget" instead of "name of region, blue widget" in each region's campaign. My reasoning behind this is that I will be able to change budgets for areas depending on profitability, etc. Is this possible or will there be an issue with having the same keywords in all campaigns forcing google to choose which to run... ?
