I do local seo for the past couple years, in a local geographical area, anything from DirectoryM used to rank pretty good, not just for my geographical area, but they seemed to (once upon a time) rank everywhere. I haven't seen them in local searches, not as high up in the serps as they used to. Did they get penalized or slapped perhaps? |

What do you want in your search results? A local directory or a business that you are looking for? Google are doing what the searcher wants.

Google does have humans go through the serps and pick out sites that don't fit the searches. The directory probably had amazing seo but they probably lost each rank because of human editing at Google

If its not ranking well, its not the reason that its penalized. Maybe its penalized and maybe not. But the clear thing is changing the ranking of this website on Google search results as you said.
