Default Blog comment backlinks vs. "natural" backlinks

I know that no one on this forum has a definitive answer to this question, but...

Is the only reason why dofollow blog comment backlinks aren't as valuable as a natural dofollow backlink in the actual blog post because the post tends to get spammed with hundreds of other external links on that page, or because Google sees blog comment links as inherently less valuable?

In other words:

Page A: 1 External backlink on the page (dofollow blog comment link)
Page B: 1 External backlink on the page (dofollow contextual link by author)

Will both of these links carry the same link juice?

Its actually for both reasons you provided: the comments will usually fill up with lots of unrelated and/or spam links which pulls the strength of the link down, and a link in the actually content of the blog is surrounded by lots of, hopefully, relevant text which increases its strength.

nature links work better for me. I rarely do blog commenting because it requires a lot of time and little traffic. I just contact the webmaster directly and sometimes get backlinks from them, some of them have good PR so pretty good for my site.
