I'm looking to find the lowest price niche for CPC with Adwords ( High Traffic, I need up to 1 milllion each month from US, Western Europe and Australia ).

Find longtail buying keywords, then bid on exact match.

Don't know what you consider a low price niche though.

Just pick a market that has no commerical intent. Any market that has buyers will have high CPC values.

But if you just want page views but no buyers, why not just use a traffic bot? You can buy 10s of thousands of visitors for $10 or $20. Some viral companies use porn redirects as well. As long as you only want a time on site of less than 2 seconds, this will increase your hit count.
