Is a PR5, low OBL, dofollow blog comment a "high quality" link?

If the actual page the comment is on is PR5 then yes that would be a good quality link. Unless the comments are paginated so your comment could move to a different page after other comments are made after yours.

By PR5 I mean, the actual page that the comment is on is a PR5.

One part of my brain tells me, "Well, statistically speaking, it's a great link," but another part of my brain tells me, "It's still just a blog comment. My grandma can do that."

It just seems too easy.

Blog commenting are still very effective, if its a PR5, go for it.
It sure depends on how many commented on it before you! If it's spammed to oblivion its not worth your time.

Also, anything to diversify your link portfolio.!

Maybe you should outsource you blog commenting to your grandma?

Yes. Of course PR5, low OBL, dofollow blog comment link will be considered high quality link unless that blog is penalized. In other cases its a great backlink.
