OUTSOURCING: finding reliable people overseas

Hi there.

I have a great deal of experience with outsourcers when it comes to outsourcing PHP website development.

One of my places of employment put me in touch with outsourcing teams in India and I continued communication with some of the 3rd party ones after my employment with that company ended.

I still do outsource programming from time to time, but they don't seem to know anyone who could do SEO work (link-building) for me (which strikes me as somewhat strange, but whatever).

I'm now searching the trenches of the Internet for people that I can outsource my link-building (and python programming) but some tips on how to work this would be helpful.

Remember, I do have years of experience dealing with outsourcers, I've just never had to find/select/test them.

Also, would you consider this work cheaper in India or the Phillipines? (or someplace else?)
