Know your competition. Work to rank each individual page for its most important keyword. I recommend Traffic Travis to understand the competition. It's a free download and it'll go a long way to helping you understand the competition

If you want PR5, get 1 dofollow backlink from a PR6+ page with no more than 5 external links.

get backlinks from high PR sources

just keep in mind: PR isn't worth anything unless your in the domain fliping industry. Just keep building back links and concentrate on traffic, PR is useless and you will build some PR on the way - just don't think about it too much!

SEO-friendly Internal linking navigation structure - The site MUST be crawlable by spiders and easy to follow for visitors. If not, then the below parts will not matter much.
Content - Your site should have original content and be useful to the reader.
Backlinks - Your site should have quality backlinks. The backlinks should have a fairly constant increase in quality and quantity.

That's it in a nutshell.

@sanjay - Why are you focusing on pagerank? Is there a specific reason.

If not, your focus should be on TRAFFIC.
