What is the purpose of submitting websites to directories?

To the whole SEO scenario, I am relatively new. I am really scared of being scammed since I am new to the whole SEO scene. To make money, there are many websites that tend to con webmasters. With directories too is this the case? Talking about the importance of submitting articles and sites to top notch directories, I have come across quite a few articles. Web traffic and SERPs too can be enhanced if the articles are relevant and belong to the same niche. Do you know of any major expenses that could be involved in this? Do you know of cost effective options?
