Default Tips for hiring folks?

What are some questions I should ask someone who calls themselves an "SEO Expert" before hiring them? I want to make sure I'm hiring someone who will be able to deliver.

What are some qualifications to look for?

You should ask for examples of sites that he has achieved high rankings for, then send them a quick email to ask what they thought of his service. If he really did good work for them then they should be happy to recommend him.

If he is unable to unwilling to give any references, then I'd be cautious about hiring him unless he works on cash after results basis (which is rare)

Also look at his own site. Check the rank, see where he shows up in the search engines etc. If he's got a PR1 site on page 56 of google then he's unlikely to be able to do much better for you.

Tell them to put some text on a high ranking page that they ranked, for a competitive keyword.

You pick the text they add to the site.

Otherwise they are just blowing smoke, since it takes all of 30 seconds to edit a web page while adding your text.

They can remove the text after you verify.
