I see stuff online about link wheels... and I kinda understand the thought behind link wheels but is there a good place for me to get a manual on how to properly build one???

Also...

How many "spokes" should I have per wheel?

and

How many wheels per site?

There are many link wheel strategies and many webmatsers don't share their strategies too because they thought a lot about creating them. link wheel idea is making backlinks for your website and then making backlinks for those backlink (with a link to backlink and a link to your main site ) and making backlinks for these backlinks and .... as much as you can.
Usually webmasters use social bookmarking sites and blogs and web2 sites for creating backlinks. Its the general idea and you can choose some websites, blogs, social bookmarks and start making your first link wheel.

It´s not hard to build a link-wheel, but before you can start posting your content and link it together you need content, here you got several options you can choose :

Unique Content : By writing the articles on your own you can be sure to have unique and high quality content to create your link-wheels. This is by far the best but also the most time consuming source for your content, but you can outsource this part easily.
Rewritten PLR : By rewriting PLR articles you can create nearly unique articles without the need to do any kind of research, so it could be a good alternative to write the articles on your own. Surely, you can post the original PLR articles too, but this will bring you not the results you are targeting and may even course the deletion of parts of your link-wheel!
