If you mean Page Rank then it is about the total juice passed onto you by other sites with some sort of Page Rank by hyperlinks that they use to point to your site.

If you are talking about search engine result ranks then that is very different. Look around this forum to understand that better.

If you are talking about Google page rank then,Google doesn't give a page rank for a website which is offering any services or selling any products through website, Google just ignore this type of sites from rankdex,..The age of the website and the number of back links from high page rank sites are all the factors what Google takes into account for assigning a page rank to website..

You need to gain some Google Page Rank from other webPAGES that have Page Rank. This can be achieved be creating a hyperlink from the PAGE with Google Page Rank as long as the link is a dofollow link.

You should first prepare your site, and that means
1) setting keywords in title bar
2) setting keywords close to the top of the page
3) keyword meta tag i think don't matter at all for most search engines but maybe it's not bad to have them for some other search engines
4) lots of pages with lots of content
5) for every image it's not bad to put ALT tag on them, also for links TITLE

Then you should lot's of backlinks to yourself from pages with a high rating. I think google's algorithm work something like (but i'm not sure): some site has X points and N links then each link has a value of X/N. That would mean that a good page with abnormal number of links also isnt such a good idea (anyone know a little bit more about this, im not really sure?)

PageRank (without the space) is the value of importance that Google assigns to individual pages based on the importance of other pages that link to your page.

SERP rank is the position your page may be found within search engines keyword queries.

Page Rank is ambiguous and we can't really be sure of what you are asking.
