How do I submit content to multiple rss feeds and what value does this have to my seo? Is there a software program that will handle this process?

There a couple free programs out there that are pretty good. RSSBot does a decent job of submitting feeds.

The only reason I create RSS Feeds and submit them is to backlink my backlinks... So I get credit for them faster (if at all). Just a better chance of a bot crawling it.

Also, they can create backlinks to your site (dur).

Lisa from InLine SEO has a video tutorial describing an ingenious method of performing RSS aggregation by creating authority accounts in del.icio.us and exporting the RSS feed automatically generated by delicious to other webmarking sites.

She creates a new account for every topic/site she targets and makes it appear to be an "authority account", specialized on a specific topic. This gives the account a lot of pull.

The feeds are all automatically submitted to Google, naturally.

There are many RSS feed websites which has the place where you can submit your website link. Also there is software like RSSbot which helps to submit RSS feeds; as doing the RSS feed helps to get the backlinks for your website.

I completely agree. RSS is by far the best way to get your website indexed. I think some people think that deliver RSS to create backlinks, but submit them to the RSS feed is just to get backlinks you have already created an index.
