Can someone clarify how the PR on backlinks work?

A lot of people say they will get you backlinks with a certain page rank, but what they actually give you is backlinks on sites where the homepage has high pr and the page with the link has pr0. Profile links for example. It seems to be common practice.

Can anyone clarify for me if these links are worth more than the typical pr0 because the homepage has high pr? How does this break down? What are they worth?
