I can't leave a review on Google Places

A friend has an awful review about their business on Google Places (Google Maps) - it's the only review there. They told me other customers were trying to leave positive reviews but couldn't. I didn't believe them... at first.

I logged in to leave an honest positive review, but I couldn't. The "Publish" button was grayed out. Yes I was signed into my Google account.

After several tries, I clicked google's help. It took me to a forum where other people have had this same problem since 12/07/2010 (that's the date of the first post complaining about not being able to leave a review).

Does anyone know what's going on? Why can't people leave positive reviews on google? Or am I doing something wrong?

Places has been making some massive adjustments in the past month - and may still be in the process.

You could leave something on yelp and some other services for the time being.
