I just got rejected by Google Adwords for the third time, what do I do?

I've been trying to follow their guidelines but I'm still confused.

Is it wrong to create a website that gives away a free report when they opt-in? The website clearly says they have to subscribe to the newsletter and opt-in to get the free report.

What are some good examples of approved landing pages? I don't want to make another mistake and risk getting suspended.
