I believe all links are counted but not equally. Even I believe nofollow links are also counted and they will take into account for site's popularity but not for page ranking.

As per me it will not count as the so many backlinks. But it will just one link that is from the one blog. But yes it is the different thing if you get so many click on your link from different person from the same blog then it be consider as the many backlinks.
And as per me forum is also the best way but the thing is to be continuous in the discussion of the topic and it take more time to show the results but it is for the long time. And blog , articles , videos , social bookmarking , directory submission are the quick and effective methods for the best results.
