The strategy chosen by you is perfect (linking child sites to parent website) however what you may have forgotten is marketing/promotion of your websites in the local market (I bet your competitors are doing this)
Also you may want to list your website on various real estate directories (for link building) & get blogposts from australian sites falling under/close to your niche.

links from the footer of a website does not have that much weight anymore. If you control those sites at least post your links in content.

I am a little confused about your choice of domain names. Generally I would think that you would be good to rank with "Perth starter homes" or "perth beachfront homes" or "perth eco-friendly homes" or similar, but I see a site about plans, one reviews, etc. Perhaps the others are the main building company / property developer sites?

We're actually not home builders - we're home designers. Beachfront homes isn't a term used in Aus.
